RDML Emil P. Wang has been appointed as the 15th Engineer Chief Professional Officer (CPO) of the U.S. Public Health Service (USPHS) Commissioned Corps. As the Engineer CPO, RDML Wang advises the Office of the Surgeon General (OSG) and the U.S. Department of Health and Human Services (HHS) on policy, resourcing, staffing, and leading professional affairs for engineers and architects working in HHS and serving in the UPSHS Commissioned Corps. He is also responsible for advising the OSG on the recruitment, retention, training, readiness, deployment, and career management of Public Health Service engineer officers.
RDML Wang is a Senior Regulatory Counsel and Senior Advisor for Manufacturing and Regulatory Policy at the U.S. Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Compliance and Enforcement. He has extensive experience applying his subject matter expertise in tobacco product compliance and manufacturing to work across FDA Centers and Offices as well as other federal agencies to develop and implement tobacco product regulations, policies, and compliance programs.
Upon his call to active duty in 1993 at the rank of Lieutenant (junior grade), RDML Wang was assigned to FDA, Center for Devices and Radiological Health as a Scientific Reviewer. Throughout his USPHS Commissioned Corps career at FDA, RDML Wang has served in numerous roles of increasing responsibility as an Investigator, Compliance Officer, Case Expert, Branch Chief, Division Director, and his current assignment. He also has experience practicing food and drug law at a private law firm.
RDML Wang has been active in engineer category activities, which includes serving on professional boards and as a senior engineer counselor, two-term voting member on the Engineer Professional Advisory Committee (EPAC), and EPAC Mentoring Subcommittee Chair. He continues to be an active mentor to junior officers. His deployment experience includes Hurricanes Katrina/Rita, the Presidential Inauguration, Coronavirus Disease (COVID) 2019, and Unaccompanied Children Artemis missions. His individual and unit awards include the Outstanding Service Medal, Commendation Medal, PHS Citation, Presidential Unit Citation, COVID-19 Pandemic Campaign Medal, Crisis Response Service Award, Outstanding Unit Citation, and Unit Commendation.
RDML Wang is a graduate of the Johns Hopkins University with a Bachelor of Science in Biomedical Engineering and the University of Maryland School of Law with a Juris Doctor degrees. He maintains licensure as an attorney with the State Bar of California, District of Columbia Bar, and the Maryland State Bar Association. RDML Wang holds a faculty appointment as a Program Coordinator and Senior Lecturer at the Johns Hopkins University, Krieger School of Arts & Sciences, Master of Science programs in Regulatory Science and Food Safety Regulation.
