RDML Emil P. Wang
Chief Engineer Officer
Rear Admiral (RDML) Emil Wang is the 15th Engineer Chief Professional Officer (CPO) of the U.S. Public Health Service (USPHS) Commissioned Corps, Assistant Surgeon General (ASG). As the Engineer CPO, RDML Wang provides leadership and coordination for Public Health Service engineer officers working in Department of Health and Human Services (HHS) and other federal Departments and agencies. He advises the Office of the Surgeon General (OSG) and HHS on the recruitment, retention, training, readiness, deployment, and career management of engineer officers. RDML Wang’s vision is to marshal engineer officers as vital assets to support OSG priorities, continue to serve the underserved and vulnerable, remain always ready to deploy to disasters and emergencies, and lead inter-category initiatives.
RDML Wang is assigned to the U.S. Food and Drug Administration (FDA), Center for Tobacco Products, as a Senior Regulatory Counsel and Senior Advisor for Manufacturing and Regulatory Policy where he is responsible for developing and implementing tobacco product regulations, policies, and compliance programs. Throughout his 30 years of service, RDML Wang’s interdisciplinary experiences leading intra- and inter-agency workgroups and taskforces prepared him to serve as Engineer CPO and an ASG.
RDML Wang applies his strategic leadership and ability to collaborate with stakeholders across organizations as past Chair of the CPO Board, Senior Advisor for the Asian Pacific American Officers Committee, and Senior Advisor to the Commissioned Officers Association of the USPHS Symposium Executive Planning Committee.
Between his tours of duty in the USPHS Commissioned Corps, RDML Wang practiced food and drug law at a private law firm. He holds faculty appointments at the Johns Hopkins University M.S. Regulatory Science program as a Program Coordinator and Senior Lecturer and Drexel University, College of Medicine, M.S. Clinical Research Organization and Management as an adjunct faculty.
RDML Wang is a graduate of the Johns Hopkins University with a Bachelor of Science in Biomedical Engineering and the University of Maryland School of Law with a Juris Doctor degree. He maintains licensure as an attorney with the State Bar of California, District of Columbia Bar, and the Maryland State Bar Association.
RDML Wang’s passion is continuous professional and personal development as well as mentoring others to develop future leaders. He enjoys practicing calisthenics, yoga, and running.
